To counter this, the U.S. must move decisively to resolve its radio spectrum deficit by projecting tech diplomacy, a new category of statecraft integrating technological expertise, innovative strategies, and policy tools. Initiatives like the Clean Network Alliance aim to ensure trust in technology, countering China's authoritarian ambitions. However, the U.S. faces a spectrum deficit, hindering its competitiveness in 5G and 6G. China's spectrum dominance poses national security risks. Urgent action is needed, including reallocating midband spectrum and reauthorizing the FCC's auction authority. Congressional intervention is crucial to restoring America's spectrum leadership and ensuring its global technological and geopolitical standing.
