The move coincides with efforts to improve U.S.-China relations and follows the Biden administration's goal of preventing U.S. technology from bolstering China's military capabilities. China's embassy in Washington has not yet responded to these developments. The updated rules may also close a loophole that allows Chinese firms to access American AI chips through overseas Chinese units.
