The Resort Advisory Commission observed low financial returns for some Oceanfront merchants and restrictions due to fencing along the festival perimeter. They also suggested that extensive fencing around public parks was unnecessary. The commissioners also observed that limited reentry into the event held festivalgoers back from patronizing other parts of the Oceanfront.
