Xi pitches open-source AI to BRICS as Beijing weighs model curbs | Justo Global

Chinese President Xi Jinping used the BRICS summit in New Delhi to propose a China-led community for open-source artificial intelligence. He said it would support cooperation in developing and applying large language models, along with seminars and training. A day earlier he invited BRICS members to join the World AI Cooperation Organization, a body Beijing founded in July that now has 29 countries and is headquartered in Shanghai. No European Union member state has joined. The joint BRICS declaration made no mention of the proposal and instead called for international cooperation that ensures safety, security, inclusiveness and reliability. Europe has already set its own limits in the AI Act. Genuinely open-source general-purpose models are exempt from some documentation rules, but models with systemic risk must still meet full requirements. Those rules became enforceable with fines in August.
